10€ turist tax at dublin

Why is Ryanair so insistent on blaming Dublin airport for the reduction of pax due to the 10€ tax?
Isn´t it obvious that the airport would expect a reduction of pax since it´s only interest is to gain more money and not pax? The apt is keeping the extra tax simply because it´s earning more money. Am i wrong?
