Luggage Empty Luggage

Can anyone clarify. Reading the website it specifies that if you are over 15kgs, ryanair will charge you £5.50 per kilo over weight. A friend of ours has come back off a ryanair flight in May & told us it was £12.50 per kilo. It also states on our flight form £5.50, but it did say currently. Who is right?

They recently raised the EXB fee, 12£/15€ / KG

This is effective from the 8th of May 2008.
