Promo prices WITHOUT admin fee again

As I was checking for some new flight to book, I noticed that flight with promo prices didn't include the admin fee anymore.
Quite a lot of Warsaw Modlin - Eindhoven flights are now available for €4,00 again.
Maybe this whole idea had a bad effect on bookings?
