flight change more than 3hours - am I able to change ?? Empty flight change more than 3hours - am I able to change ??

I know that if my flight was changed more than 4-5 hours I can choose another route (even complete different than original one) and change original flight to other, for example: my flight WRO-CRL has changed from 1000-1200 to 1600-1800. So I can change to different flight (f.e. STN-BGY) which will be +/- 7days from original flight date.But am I able to do it if my flight has changed 3h20min ? (originally it was NYO-BGY 17.30-20.05) but it was changed to 20.50-23.25 - can I change it to STN-DUB ???
