Missed departure fee Empty Missed departure fee

I was reading this article - excellent, by someone who knows what he speaks of, and giving a good advice :

http://www.standard.co.uk/lifestyle/travel/simon-says-planning-is-key-to-catching-a-connection-8878753.html

- I am flying Ryanair from Tallinn to Stansted via Oslo Rygge with 75 minutes between flights. Should I book a later flight, too, as insurance?

- Ryanair stresses it is a “point-to-point” carrier; it agrees only to get you from A to B and makes no guarantees about connections from B to C — even on another Ryanair flight.
It also says you must present yourself for the flight at least 40 minutes before departure. So in your case, if the first leg gets you from the Estonian capital to Norway on time, you will have 35 minutes to go through Norwegian passport control, reclaim your bag if you have checked one in, and line up again to re-check it for the onward flight to Stansted. You must also pass through security and reach the gate half an hour before departure.
I would happily take the risk. Ryanair is the most punctual major airline in Europe and there is an excellent chance your first flight will be perfectly on time. But to reduce the risk of a missed connection, take cabin baggage only (max 10kg). Then, even if the first flight is an hour late, you are still in with a chance. You will have printed your boarding pass in advance. And in my experience, “be at the gate half an hour before departure” is an empty threat — 10 minutes usually does the trick.
If you miss it? Well, if you get to Rygge no more than an hour after the Stansted flight has left, you qualify for the €110 missed-departure fee to get on the next flight. That is the only form of insurance I would consider.

That last advice was news to me. I looked in the Ryanair table of fees, and, indeed  :

http://www.ryanair.com/en/terms-and-conditions#regulations-tableoffees

Missed Departure Fee - only available at less than 40 mins before and up to 1 hour after flight departure time **** : €110 / £110 - at airport only
**** Available to passengers who arrive at the ticket desk up to an hour after their flight departure to move to the next available flight. The fee is charged per passenger per sector.

Even if it does not happen often, a delay can ruin your connection - by paying 110 euros or pounds, you'll be put on the next available flight. (first check the price of a seat on that flight - you never know, it could be cheaper to buy one !).
