16 year old flying alone Empty 16 year old flying alone

HI. I want to send my son 16 years old, and his friend 15 years old on an internal Portugal flight. Ryanair website says anyone under 16 must be accompanied by anyone over 16.. does this mean 17? Or, does 16 and 2 months count? Its a bit confusing. Thanks for your advice!!
