I think it applies only for domestic flights in countries that put some sort of tax on them.

After a quick perusal : 5,35 euros for Spanish - and 5,28 euros for French domestic flights- but, as far as I know, all international flights online check-in fees remain at 5,00 euros.

Is it those "easy to avoid fee" as used to be described by FR like a year ago?

As far as I know, it is not possible to avoid paying the online check-in fee.
But the online check-in fee is nil for some promotional flights.
